Speech by the Minister of Labor and Social Protection of the population Duysenova T.K. at a meeting of "Nur Otan" party from 30 June 2014

Dear Bauyrzhan Kydyrgaliyevich, dear colleagues!

The ministry carried out a detailed analysis of the disability structure in the country, the results of which determined the number of disabled workers, of self-employed and the ones who are in need of employment; set the number of disabled people who cannot be employed for health issues considering the presence of severe diseases and limitations. The gender and age structure of employable people with disabilities, their level of education, qualifications and type of disease were determined.

Considering the analysis held together with the local executive bodies the availability of vacancies in companies and organizations in each region were worked out and the potential numbers of people with disabilities who will be employed in the current year were determined.

Each region has developed and approved the maps of employment of people with disabilities according to the results of the carried work.

In order to ensure the effectiveness of the carried work the quarterly monitoring of employment of people with disabilities and the automation of business process directed on the employment of disabled people in information systems such as “Labor Market” and “Employment” were conducted business process.

As of January 1, 2014 the total number of disabled people of working age was 404,851 people, including the employed 82,607 people or 20.4%

In the first half of the current year the rate of disabled people engaged in labor activities increased by 13 035 people, making it 95,642 people i.e. the employment rate of disabled people became 23.8%. The number of employed people with disabilities who found jobs on their own makes 2,606 people (2.7%). 2 696 people (2.8%) were employed within the framework of Employment Roadmap program and 7733 person (8.1%) were employed through regional programs.

The disabled people employment analysis according to the type of workplace (permanent or temporary) shows that the total number of employed people with disabilities within ERM and regional programs is:

   - 6857 people or 65.7% - are employed on permanent jobs,

- 3,572 people, or 34.3% - are directed at temporary vacancies within the social jobs, public works and youth practice.

Karaganda (88.4%), Almaty (87%), and North Kazakhstan (83.6%) regions have the best indexes of involvement the disabled people into permanent jobs.

However, the quality of jobs that disabled people are employed on gives raise to doubts in the cities of Almaty, Astana, Pavlodar and Mangistau regions, where the rate of employment of disabled people into permanent jobs does not hold up to 40% (32.2%, 23.7%, 30 , 7% and 38% respectively).

I think it is appropriate for local executive bodies to strengthen the work on employment of people with disabilities to permanent jobs without denying the effect of temporary jobs.

Sectoral structure of employment is as follows: education (20.5%), public administration and defense (13.7%), health and social services (12.6%), manufacturing (7%), wholesale and retail trade; repair of motor vehicles and motorcycles (6.9%), the provision of other services (5.13%).

In general, it should be noted that the results of implementing the Employment map of the disabled people in the first six months of this year are, at first glance, satisfactory - 64% of the plan (16,200 work places).

In some regions, the percentage of employment of disabled people in the first six months is even exceeding the annual targets by 20-40% or almost for 2 times as happened in the case of the Karaganda region. 

However, we believe that these results are probably formed due to the initially underestimated targets for employment of the disabled people but not because of work of the local executive bodies which in turn indicates a lack of planning in some of the regions.

In this regard, we believe that it is necessary to reconsider the targets of ERM 2020 on employment of people with disabilities towards increase.

Regarding the creation of an accessible environment

The collection of state building codes was designed for the effective assessment of the objects availability for people with limited mobility which contains the requirements for the creation of an accessible environment. This collection is passed to all local executive bodies.

The certification of social objects is still in process. The expert groups and ad hoc working groups from disabled people public organizations’ representatives have been established for conducting this work. .

As of June 1, 2014 26.0 thousand objects were checked and 82% of them require adaptation.

It should be noted that certification in South Kazakhstan (4083 projects), Akmola (3376 objects), North Kazakhstan (2600 objects), Almaty (2117 objects) areas is actively pursued. However, works in Pavlodar (498 objects) region and Astana (233 objects) are insufficient.

This year, the Ministry in collaboration with local agencies is working on the implementation of the regional objects adaptation Maps, which provide an adaptation for 1969 objects at the expense of ERM 2020 (590) and local budgets (1379).

As of June 4 of this year 342 objects or 17.4% were adapted (Akmola (31), Almaty (59), ASD (64), Kostanayskaya (26), Kyzylorda (79), Yuko (83).

Unfortunately, in other 10 regions these indicators are equal to zero.

In this regard, I think it is necessary for local executive bodies to draw attention to the inaction of structural units in fulfilling the orders of the President to create a barrier-free environment.

Furthermore, it should be noted that the quality of the adaptation often causes complaints from citizens. For some reasons many experts in the regions believe that the question of the formation of an accessible environment is limited only for the ramp devices. However, even the installation of ramps in some cases does not correspond to the approved specifications.

Let me show you some examples of objects after adaptation.

Currently, the work on adaption of road infrastructure to the special needs of people with disabilities is conducted. This year over 10 thousand specialized road signs (signs) in the locations of organizations focused on services for the disabled people will be installed, and pedestrian crossings equipped by 136 audio devices;

An interactive map of facilities accessibility which will provide disabled people with relevant, accurate and timely information on their access to social infrastructure and services provided by socially significant organizations is being developed. 

Considering the problems identified during the certification of facilities, the draft law "On introducing amendments and addenda to some legislative acts of the Republic of Kazakhstan on issues of social protection of people with disabilities" provides:

- increasing the responsibility of business entities for violation of legislation on architecture, urban planning and construction activities in the course of design, construction and subsequent operation of the facility;

- Creation of the conditions for the availability of rail services, air travel, water transport for the disabled;

- the order of the dwellings (houses) equipment with special tools and fixtures, provided for the disabled and families with members that have disabilities;

In addition, issues of compliance of government regulations on objects construction in terms of creating the conditions ensuring the accessibility for people with disabilities are taken under special control by the Ministry of Regional Development and its territorial bodies of state architectural-building control in regions.

In general, the issues of disabled people and providing an accessible environment require an effective collaboration between the public authorities.

In this regard, I would like to emphasize such aspect as the International Classification of Functioning, Disability and Health (ICF). 

The need to introduce the ICF is connected with the possibility to determine not only the degree of restriction on disability, but also to establish the need in various forms of rehabilitation measures or for reasonable adaptation to the environment. Taking into consideration the complexity of the ICF system - it will be a phased process of improving the system of ITU. The extension of the IFF in the activities of medical and social expertise, but also in the activities of all agencies is a condition that will unify the approach to the rehabilitation of the disabled follows from the goals of the ICF.

Work on improvement of formed centralized database of people with disabilities in terms of the introduction of the alphabet codification of disability categories based on the outline of ICF, as well as work on the issues of ensuring interaction with databases of social protection, health and education is being done.
