On September 2 of this year (Astana) in the Palace of independence the XIV MASO International conference on information and communication technologies in social security began its work devoted to the topic "On the Way to Standards and Common Decisions in the field of ICT for the Purposes of Social Security".
The International association of social security (hereinafter – ISSA) performed as the event organizer in cooperation with the Ministry of healthcare and social development of the RK and the State social insurance fund of the RK.
The State secretary of the RK Gulshara Abdykalikova, the President of ISSA Errol Frank Stuve, the Secretary general of ISSA Hans-Horst Konkolevwki, the Minister of healthcare and social development of the RK Tamara Duisenova, the Vice-minister on investments and development of the RK Saken Sarsenov, the Senior economist of the World Bank Alexey Sluchinsky, the Chief technical consultant on issues concerning the labor migration of the International Labor Organization Ali Tsisse, and also the Parliament deputies, representatives of government bodies and organizations of the RK, heads and senior personnel of the ISSA member organizations, heads of subdivisions on information technologies, ICT managers and experts, and also representatives from the international organizations and experts in the ICT industry took part in conference.
At the conference work opening, Gulshara Abdykalikova noted that Kazakhstan has already achieved certain success in rendering the state services toe population with use of modern information and communication technologies.
"It is quite obvious that in Kazakhstan the innovative solutions in the sphere of social security and social insurance are developed, and information and communication technologies play strategic role in them at practical implementation of the state services rendering to population. But the most important is that all entered innovations, first of all, are adapted to the needs of population that promotes achievement of the main goal set by the Head of State - that is the Kazakhstan entry into 30 developed countries of the world. Introduction of innovative approaches makes it possible to solve successfully the problems of social policy, to render high-quality services to population and to create new opportunities for development and self-realization of the personality", - the State Secretary of the RK said.
In his turn the President of ISSA Errol Frank Stuve emphasized that ICT play a strategic role in increase of standards for service in social security system and expressed confidence that the International conference will not only allow the experts to discuss the major issues, but also will give an impetus for development of the international cooperation and improved coordination of the social security agencies.
The Minister of healthcare and social development of the RK Tamara Duisenova informed the conference participants about application of the ICT in healthcare sector and in social security authorities of Kazakhstan. She also reported that by 2020 it is planned to provide automated receiving the timely, urgent, authentic and sufficient information which provides the safe, fair, high quality and sustainable healthcare system focused on needs of a patient and medical worker.
"It is provided for to implement the electronic health passport in which the structured information about the patient health will be collected throughout all his/her life (demographic data; data on the postponed and existing diseases; biometric data; allergic and immune status; data on diagnostic and medical procedures, including drug treatment)", - Tamara Duisenova informed.
At the end of her speech the head of MHSD emphasized that in the nearest years in medical institutions it is assumed to carry out the integrated automation of management processes and medical services rendering, as well as integration of information systems of medical institutions with common information system of the social sphere.
In the course of the three-day conference the social security organization from different regions of the world will share their achievements. The event participants will analyze the experience and practices in the sphere of ICT in social security of some countries, including Kazakhstan.
Special attention will be paid to discussion of the general standards and solutions based on ICT in social security.
At the conference new provisions of the ISSA Guide on ICT in the field of management and an exchange of the databases of social security will also be considered.
Within the framework of the conference the "Information and Communication Technologies in the Social Sphere of Kazakhstan" exhibition is arranged. In the course of the exhibition first in the republic Kinect - a contactless touch video wall which allows the user to interact with technology via the movements and poses of a body was presented. On the screen 6 vital stages of a person which are traditionally designated in the Kazakh culture according to division on so called Mushel zhas (Sabi (Kid), Bala (Child), Zhigit (young man), Azamat (adult man, Aga (aged person), Aksakal (old man)) and that how each of them is followed by the systems of "electronic government" are illustrated. Each of the periods is followed by own package of services (for example, for period Sabi (Kid) these are registration of the child birth, receiving benefits and so on).
