Today, in the Ministry of Healthcare and Social Development of the RK under the chairmanship of the Vice-Minister held a Round-table on theme "New migration policy in Kazakhstan".
At the event were attended representatives of central and local executive bodies, non-governmental organizations and mass media.
At the meeting discussed the new immigration legislation provided by the Law of RK «about amendments and additions to some legislative acts of the RK on migration and population employment issues, signed by the Head of the State dated November 24, 2015.
In his speech, the Vice Minister of Healthcare and Social Development of the RK Birzhan Nurymbetov noted that new approaches to the regulation of migration processes aimed at improving investment attractiveness of RK, the modernization of socio-labor relations, as well as to the improvement of the socio-demographic situation.
So, in order to encourage the return of ethnic Kazakhs to their historical homeland, provides: submission of ability to obtain the status oralman regardless of resettlement region; getting by ethnic Kazakhs social package in the framework of active measures of employment promotion, in the case of resettlement in regions identified by the Government of the RK; getting by oralmans a citizenship of the RK within one year after the receipt of residence permit.
"For solution of the internal migration issues, related with imbalance of population resettlement on the territory of the RK, social package for displaced persons from labor-abundant regions in labor-deficient, said the Vice Minister.
He also informed about simplifying since January 1, 2017 in order to attract foreign labor force (further - FLF).
At first, will be completely revised ideology of permit to employers . Now for permissions will be charged fees to the budget of the country. This will help increase the revenue of the State budget, which could be directed towards social and economic development of the region. Bet on it would be differentiated depending on the industry and category of the worker. The lower the qualification of the worker, the less will be the tax rate. In addition, the quota for attracting FLF will emerge not from the calculation of the economically active population, only by industry. According to the results, we will know which industry which high specialized foreign specialist was involved", - said Birzhan Nurymbetov.
Foreign experts arriving in Kazakhstan, will have the opportunity to be employed independently on the basis of the certificates of compliance qualification during 3 months, at any work place by profession, included in the list demanded professions in the priority sectors of the economy. He will get some assessment of the point system, including its level of education, experience, work experience and other options allowing to confirm his qualification.
Also provides the improvement of procedures for internal corporate translation, this kind of attraction of foreign labor force will be brought in accordance with general accepted international standards, with the requirements of the World Trade Organization.
"In addition, it is planned to create information-analytical system, which will be aimed at implementing such innovations. This will considerably simplify the procedure of attraction the FLF for employers, speeding up in times the permitting procedure. If this procedure takes on average 30-40 days, on the proposed order, it will take up to 5 days on average", - he said.
At the end of the meeting, the participants agreed to continue work aimed at the solution of problems arising in the field of ethnic and internal migration.
