About it today at the enlarged meeting of the Collegium of the MLSP RK at the end of 2016 and plans for 2017, held with the participation of representatives of the presidential Administration, Prime Minister's Office, Central state bodies, deputies of the RK Parliament and Deputy governors of regions, said Minister of labor and social protection of population of Kazakhstan Tamara Duissenova.
At the beginning of her speech, she recalled that in her last Message to the people of Kazakhstan the Head of state announced the transition to the third upgrade, which should ensure the entry of Kazakhstan into number of 30 developed countries in the world and has set the Ministry a number of specific tasks for solving problems in social-labor sphere.
The Minister noted that last year uncovered there were more than 26 thousand vacancies declared by employers. These jobs could not qualify 26% of young people from among the economically active, as they have only school education. And on the profession of the majority of graduates of higher and secondary special educational institutions there is no demand in the labor market or their qualifications do not meet the requirements of employers.
"To prevent the deepening of this trend and increase the manpower on behalf of the Head of state developed a new Program of productive employment and mass entrepreneurship (hereinafter - the Program). Its main goal is the organization of mass training of citizens in demand on the labor market professions or entrepreneurship.
In this regard, we together with local authorities firstly, we will determine the number of jobs created. This work has already begun, according to preliminary calculations, the total number of jobs created in the framework of implementation of state and sectoral programs and regional development programs, will amount to 154 thousand. In the second place, it is necessary to represent the citizens of the list of professions demanded by the labor market or the priority directions of entrepreneurship. This list will be determined on the basis of the comprehensive plan, formed by the local authorities, and vacancies declared by employers to employment centers and electronic resources. Third, training citizens to obtain them for free first profession in organizations of technical and vocational education (further – VET) and second profession in the framework of short courses. The state will fully cover the cost of tuition, pay a stipend to reimburse expenses for travel and accommodation and will also provide disposable hot meals for students at VET institutions," - said Tamara Duissenova.
To ensure the effectiveness of short courses in conjunction with local authorities will implement the following special projects:
- training of teachers and professional nannies for children of preschool age in order to involve women's retirement age to productive employment with the ability to open mini-gardens at home;
- training of trainers in social work to care for persons in need of special social services, with the possibility to open houses of small capacity for this category of citizens;
- entrepreneurship training in the framework of the project "Bastau Business" implemented by the National chamber of entrepreneurs of Kazakhstan "Atameken";
- training demanded in the labor market or declared by employers professions;
- mass teaching of computer literacy.
To ensure availability of training to citizens living in remote rural areas, will be organized mobile training centers: in the form of mobile systems with special classes in Akmola, Aktobe, East Kazakhstan, Mangistau and Kostanay regions; on the basis of small schools in remote rural localities; on the basis of employers.
"Upon completion of training there will be an independent assessment of knowledge, skills and abilities of each participant of the Program and its results, they will be awarded a certificate. The person who received it, will be able to work independently, can be directed to vacant jobs, social jobs and youth practice, to obtain a loan and start their own business", - informed the Minister.
Tamara Duissenova noted that the loans for the Program participants in the cities will be issued by the Fund "Damu", and in the villages and small cities Fund support for agriculture and Agrarian credit Corporation. The amount of the granted credits increased to 8 thousand MCI (up to KZT 18 million) with a period of 5 years (the livestock and agricultural cooperatives up to 7 years) and annual interest rate to 6%. For loans through the Agricultural credit Corporation introduces the mechanism of loan guarantee: up to 85% for start-up entrepreneurs and up to 50% for existing.
This year, budget expenditures on the Program amounted to 85.3 billion.
