From 1 January 2018, Kazakhstan introduced a targeted social assistance the new format.
This assistance will be provided to families with incomes below 50% of the subsistence minimum, with mandatory participation of able-bodied family members in active measures to promote employment.
The main change is the integrated provision of targeted social assistance to needy citizens, or families. Three existing social benefits such as targeted social assistance, benefits for children under 18 and a special state allowance to large families combined into one single benefit that is larger than the sum of those 3 payments.
2014 in a pilot mode has launched a project "Orleu". In 2017 it was attended by over 175 thousand people, with over 92% of the working participants of the project or more than 34 thousand people involved in active employment measures.
The project helped to attract working-age population in active employment measures and to ensure a smooth transition to the new TSA format.
The total number of recipients of targeted social assistance to the new format this year, according to preliminary data, will make about 350 thousand families.
