The growth of non-productive employment, especially in rural areas, in terms of loss of competitiveness of domestic agricultural producers, related to the development of integration processes and the impact of the deterioration of the economy of neighboring countries

The growth of industrial injuries in a poor state of fixed assets (buildings, equipment) and the low level of organization of labor protection in small enterprises

1. Introduction of new approaches for the implementation of the internal control of occupational safety and health, by creating works councils on occupational health and safety.

2. Establishment of the Institute of Technical inspectors from among the employees nominated by the union.

3. The introduction of a new type of control in the form of visits to companies, bearing the precautionary and preventive in nature.

4. Encouraging employers through voluntary declaration of their activities.

During the reporting period, the growth of industrial injuries are not allowed.

So, in 2017 at the enterprises and organizations of the republic as a result of accidents suffered 1678 people, or, in comparison with the same period last year, down 0.3% (in 2016 - 1683 people)...

The number of victims of fatal industrial totaled 244 persons, which is 1.6% less than last year (for 2016 - 248 people)...

In order to improve safety conditions and occupational safety in the past year, the following work has been done.

On January 1, 2016 introduced a new labor code, aiming at the creation of a modern safety management system and occupational safety and health in the enterprises of the republic.

There are new approaches to the implementation of the internal control of occupational safety and health, by creating works councils on occupational safety and protection solutions which are obligatory for the employer.

As of January 1, 2018 at the enterprises of the republic established 12 412 works councils, whose task is the prevention of occupational injuries, as well as the organization of inspections of working conditions in the workplace.

As of January 1, 2018 140 enterprises of the republic have won the "Trust Certificate", which is 73% more than January 1, 2017 (81 "certificate of trust").

Following the results of 2017 state labor inspectors carried out 545 visits to companies operating in traumatic types of economic activity (according to the 2016 years- 398).

At the request of state labor inspectors employers dismissed from their posts 298 officials responsible for violations of safety rules and safety. By virtue of a real threat to life and health of employees by state labor inspectors has been suspended (banned) 13 work machines and equipment 9 manufacturing facilities and the activities of 15 organizations.

In order to address the issue of criminal liability of officials responsible for the admitted violations of state labor inspectors in the police directed 1671 materials, which opened 243 criminal cases.

Delayed payment of wages to employees

The increase in migrant workers unskilled (not related to the first heads and their deputies, heads of departments, professionals and skilled workers) (an increase of more than 50% average over the last three years)

Analysis of causes of the risks and based on its result:

1. Preparation and submission to the Government of the Republic of Kazakhstan proposals to reduce the quota of labor migrants arriving in the Republic of Kazakhstan in order to work in the household by individuals;

2. Preparation and submission to the Government of the Republic of Kazakhstan of proposals to increase rates of fees for obtaining a permit labor immigrants;

3. Preparation and submission to the Government of the Republic of Kazakhstan proposals to reduce quotas for the third and fourth categories (specialists and skilled workers), as well as a seasonal foreign workers.

In order to protect the domestic labor market in 2017, the quota for attraction of foreign experts into the country in the amount of 0.6% of the economically active population, which is 54.4 thousand units (for 2018 -. 0.46%, 41 thousand. units).

On January 1, 2018 the republic operated 22.3 thousand permits for attracting foreign labor force, of which 19 thousand employees of 1-3 categories, 1 008 people involved in the corporate translation (as of January 1, 2017 -.. 29, 2 thousand. permits, 79% of professionals category 1-3).

A new simplified regime to attract foreign labor force in the Republic of Kazakhstan, according to which the reduced terms of issue of work permits canceled and the administrative requirements for employers in the form of special conditions, the search for the labor market and the introduction of the guarantee fee for foreign workers. Instead of these requirements, employers must pay the tax levy.

Following the results of 2017 local executive bodies 3434 employers issued and renewed 21 642 permits for foreign labor force in the Republic of Kazakhstan, which paid the tax levy in the amount of more than 9 billion. Tenge.
