Assignment Title: Development of methodological recommendations and prepare national experts to monitor and control the quality of professional standards and the sectoral framework of qualifications.

The Republic of Kazakhstan has received financing from the World Bank toward the cost of the Skills and Jobs Project, and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Services”) include preparation of national experts in the field of expertise of professional standards (hereinafter referred to as "the PS") and the branch framework of qualifications (hereinafter - the BFQ).

Expected results:

  1. Report on the review of international experience on the examination of the PS and the SFQ, including the quality control mechanism, regulatory and legal procedures, the formation of expertise, the process of agreement with stakeholders, country analysis of the cost of examination of the PS and the SFQ with an explanation of the pricing mechanism, and specific and detailed conclusions and recommendations for Kazakhstan.
  2. Report on the placement of the first version of the review and the subsequent ones on the Internet for universal access.
  3. Presentation of a review of international experience for stakeholders.
  4. Development of a professional standard "Specialists in professional qualifications."
  5. Methods and criteria for selection of trainers and national experts on monitoring and quality control of PS and the SFQ, as well as methods and criteria for assessing the quality of the PS and the SFQ.
  6. Approved methodological recommendations on monitoring and quality control of the PS and the SFQ by the authorized labor authority.
  7. A modular training program-, coordinated with NCE RK “Atameken” (no less than 20 academic hours in one modular training program) of trainers for the training of national experts on monitoring and quality control of the PS and the SFQ (on the basis of methodological recommendations for monitoring and quality control of the PS and the SFQ) and a list of participants trained by this modular program (at least 36 person), coordinated with the NCE RK "Atameken" and the PMU.
  8. Report on the conduct of certification of trainers for the training of national experts on monitoring and quality control of the PS and the SFQ (at least 36 people) on the basis of the NCE RK "Atameken" and the PMU with the application of certification lists and certificates.
  9. A modular training program, coordinated with NCE RK “Atameken” (no less than 20 academic hours in one modular training program) of national experts on monitoring and quality control of the PS and the SFQ (based on the methodological recommendations for monitoring and quality control of the PS and the SFQ) and the list of participants (at least 100 people), coordinated with the NCE RK "Atameken" and the PMU.
  10. Report on the conduct of certification of national experts on monitoring and quality control of the PS and the SFQ (at least 100  people).
  11. Recommendations for improving the work of the working bodies for the development of professional qualifications in the sectoral committees of the NCE RK "Atameken" and the PMU, agreeing on draft professional standards.
  12. Recommendations for improving the work of the working bodies on the development of professional qualifications in line ministries of the Republic of Kazakhstan.
  13. Minutes of weekly consulting seminars in the NCE RK "Atameken" for all stakeholders of the NQS for the implementation period of the contract with the attached list of participants.
  14. Recommendations and proposals for amending the methodological recommendations for the development and design of the PS, methodological recommendations for the development and design of the SFQ and methodological recommendations for monitoring and quality control of the PS and the SFQ.
  15. Minutes with the attached list of participants of the round tables with interested parties to discuss the results of this Terms of Reference (in accordance with clause 10 of this Terms of Reference).

Expected duration of the Assignment is 13 months.

The Ministry of Labour and Social Protection of Population of the Republic of Kazakhstan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

A consultant firm with at least 5 years of experience in the provision of educational/labor counseling services in the context of the labor market (NQS, SFQ and PS) and educational levels;

Confirmed experience of the Consultant's work on participation in international projects on rendering of identical consulting services, practice of development of elements of the national system of qualifications (NQS, SFQ and PS).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”, setting forth the World Bank’s policy on conflict of interest.

The Consultants may associate with other firms in the form of a joint venture[1] or a sub-consultancy[2] to enhance their qualifications. Also, please indicate the legal status of each of the company.

 

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

[1] The joint venture (JV) "means an association, the legal status of which can be the same or different from the legal status of the participants, consisting of more than one Consultant, in which one partner is authorized to conduct business activities for and on behalf of all the other partners of the joint venture, and in which the partners of the joint venture shall be jointly and severally liable to the Client for performance of the Contract.

 

[2]"A sub-consultancy" means an organization the Consultant intends to transfer any part of the Services to implement thereto, retaining its responsibility to the Client during performance of the Contract.
