1. On 31 January 2018, within the framework of the meeting of the Republican Tripartite Commission for Social Partnership and Regulation of Social and Labor Relations between the Government, Republican Employers' Unions and Republican Trade Unions, a new General Agreement for 2018-2020 and a Roadmap for its implementation were signed.

  This is a new format document aimed at implementing the tasks arising from the Third Modernization, identified by the Head of State and includes measures to resolve existing problems.

 The General Agreement is binding for all government agencies, all employers, employees and their representatives.

  The purpose of the General Agreement is to define the main principles for the implementation of coherent social, labor and related economic policies and to create decent working conditions, in accordance with the tasks set by the Head of State.

  The General Agreement consists of seven sections, in which issues of technological modernization of the economy, the promotion of formal and productive employment of the population, improvement of the quality of human capital, conditions and labor protection, as well as industrial and environmental safety are coordinated.

The draft Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Activities of Trade Unions" was submitted to the Government of the RK by letter No. 04-2-15 / 1803 // 6-r dated March 30, 2018 (p.158 ).

The adoption of the bill is due to the need to improve the current legislation with the aim of improving the quality of legal regulation of public relations related to the activities of trade unions, as well as the implementation of international labor standards established by the ILO Convention No. 87 on Freedom of Association and Protection of the Right to Organize, ratified by the Law of the Republic of Kazakhstan of December 30 1999.

  1. 3. Holding of the Republican Forum "To the Society of General Labor" by honoring veterans of labor and awarding laureates of the republican contest "Yenbek zholy" is expected in September 2018.

            

4. The ceremony of awarding the laureates of the competition on the social responsibility of business "Paryz" is expected in December 2018.

5. The Ministry together with the National Chamber of Entrepreneurs of the Republic of Kazakhstan and the Federation of Trade Unions of the Republic of Kazakhstan implements the Comprehensive Plan of Expert Explanation of the Provisions of the New Labor Code of the Republic of Kazakhstan (hereinafter - the Comprehensive Plan), in the framework of which as a whole, 6 seminars were held in the 1st quarter of 2018, 168 people, including 4 visiting seminars and trained 148 people.

       In addition, since the beginning of 2018, the local labor inspectorates of oblasts, Astana and Almaty conducted 349 seminars on labor legislation with coverage of more than 10 thousand employees.

              Information on the application of labor law, methodology and salary systems in organizations is quarterly posted on the official website of the Ministrywwww.enbek.gov.kz under the heading "Global Competitiveness Index of the WEF".

The Ministry constantly communicates with trade-union organizations (health, education, culture, sports, mining and metallurgy), with employees and employers on explaining the setting of wages to employees of the organization of private ownership in the regions (pay for shift work, shift work , time-based, etc.), as well as information and explanatory work on the methodology of labor remuneration, the mechanism of setting wages, including on issues of Work and productivity through answers to questions coming to the official website of the Ministry, the blog of the Minister, appeals from legal entities and individuals.

     As of 01.04.2018, on the above issues, 37 appeals of legal entities, 18 appeals from physical persons, 54 questions from the Minister's blog and 85 questions from the website of the Ministry

7.10. Indicator "Working women, share in relation to men" (MLSPP)

In accordance with the instruction of the Head of State, the Program for the Development of Productive Employment and Mass Entrepreneurship (hereinafter referred to as the Program) is being implemented, in which women are actively involved (RRM No. 919 of December 29, 2016).

As of March 1, 2018, 35.8 thousand women were included in the Program participants, their share was 49.4%.

In the first direction of the Program, vocational training covered 2.0 thousand women.

The third direction of the Program includes the following tasks:

assistance in providing employment for the unemployed and self-employed: social vocational guidance, assistance in choosing a profession, advice on training and employment, finding suitable vacancies and assisting in finding a job, creating social jobs, organizing youth practices, organizing community work.

2) within the framework of increasing mobility of labor resources, state support measures are provided to voluntarily resettled citizens in regions determined by the Government. This is due to the aggravation of regional disproportions, which will intensify in the future.

About 11,600 women were employed in the Ministry's database from the database of the Ministry, 4,400 women were sent to social workplaces, 4,400 women were covered in youth practice, 13,400 women were sent to paid social work.

As part of increasing labor mobility, 25 out of 25 able-bodied women were employed. 3.

The number of employed women in the 4th quarter of 2017 was 4,112.0 thousand people (4 in 2016 - 4 091.4 thousand people), self-employed in the employed population - 952.0 thousand (4th quarter of 2016g - 959,1,5 thousand).

There is an increase in the number of women who are not part of the labor force - 2,456.3 thousand people in the fourth quarter of 2017, compared to 2,434.3 thousand people in the fourth quarter of 2016. This number includes incl. - women on leave for child care for more than one year, non-working housewives.

The unemployment rate among women for the fourth quarter of 2017 remained at the level of the same period in 2016 and amounted to 5.4%.
