A roundtable discussion on the mechanisms for developing occupational standards within the framework of the Skills and Jobs Project was held in Astana on September 15, 2017. The event was organized by the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan.

Why do we need occupation classification and occupation classifier?

Today in Kazakhstan, the employer is given the right to establish qualification requirements to employees based on occupational standards, and where these do not exist, on the basis of qualification reference books and characteristics.

1.      What are occupational standards?

Occupational standards are an important part of the National Qualifications System and define the requirements for the qualification level and competence, the work content, quality and conditions in each specific professional field.

The National Qualifications System consists of the following elements:

The competitiveness of our country in the world economy depends on that of each individual. The goal of Kazakhstan is to join the world’s top thirty developed countries, and it involves the development of human capital assets and the formation of a fundamentally new type of employees that must meet the requirements of a science-based economy.

In his article “Looking into the Future: Modernizing Public Consciousness”, President Nursultan Nazarbayev noted that the technological revolution leads to the fact that some of the existing professions will disappear in the coming decades

Effective interaction of the labor market and education for the formation of competitive citizens in the modern world occurs through the implementation of the National Qualifications System.

We asked the Director of the Labor and Social Partnership Department of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan N. O. Tleuov to tell us about the National Qualifications System and what is being done to implement it.

What is lifelong learning?

 The idea of ​​"learning for a life" originated in the West and was found to be a successful practice, providing a person with sustainable professional growth in the labor market regardless of his age.

The phrase "lifelong learning" means a new approach to learning, the ability of a person to carry out a continuous process of capacity development and learning opportunities in a wide variety of formal and informal situations.

The innovative orientation of the development of the economy requires the search for new efficient mechanisms for producing knowledge, creating conditions for the transformation of knowledge capital into practical skills and the development of human capital.
